Competent departments of industry and information technology of all provinces, autonomous regions, municipalities directly under the central government and Xinjiang production and Construction Corps:
In order to implement the energy conservation law of the people's Republic of China and the measures for the administration of industrial energy conservation, give full play to the supervision and guarantee role of energy conservation supervision, continuously promote industrial energy conservation and energy efficiency improvement, promote green and high-quality development, and help achieve the goal of carbon peak and carbon neutralization, the following notice is issued on matters related to industrial energy conservation supervision in 2021.
1、 Carry out special energy conservation supervision
Focus on key industries, do a good job in energy conservation supervision of key enterprises and key energy consuming equipment, give play to the binding role of mandatory energy conservation standards, and improve energy efficiency.
(1) Special monitoring of energy consumption in key industries. Carry out comprehensive investigation on key industries such as iron and steel, non-ferrous metal smelting, petrochemical and chemical industry, building materials, etc., and establish energy consumption accounts of key enterprises (see Annex 1). Combined with the actual work, the special supervision list of key industries and enterprises in this year was put forward, the special supervision on the implementation of the mandatory energy consumption quota standard per unit product was carried out, and the full coverage of iron and steel, cement (with clinker production line) and electrolytic aluminum enterprises was completed in 2021“ During the "14th five year plan" period, we will achieve full coverage of energy-saving supervision of enterprises in key industries.
(2) Special supervision on the implementation of step tariff policy. According to the notice of the Ministry of industry and information technology of the national development and Reform Commission on matters related to the use of price means to promote the supply side structural reform of the iron and steel industry (fgjg [2016] No. 2803), the notice of the Ministry of industry and information technology of the National Development and Reform Commission on issues related to the implementation of step tariff policy for electricity consumption of cement enterprises (fgjg [2016] No. 75), the According to the notice of the Ministry of industry and information technology of the national development and Reform Commission on the implementation of step tariff policy for electrolytic aluminum enterprises (fgjg [2013] No. 2530), special inspection on step tariff of steel, cement and electrolytic aluminum industries should be carried out. This special supervision is combined with the supervision of iron and steel, cement and electrolytic aluminum enterprises in the special supervision of energy consumption in key industries. For the illegal enterprises, the local price authorities shall implement the step tariff according to the law.
(3) Special supervision on energy efficiency improvement of key energy using products and equipment. According to the relevant national mandatory energy efficiency standards, implement the "transformer energy efficiency improvement plan (2021-2023)", implement special supervision on energy efficiency improvement of key energy consuming products and equipment users, such as transformers, motors, fans, air compressors, pumps, etc., check equipment accounts, and work with relevant departments to urge enterprises to eliminate inefficient products that fail to meet the mandatory energy efficiency standards. The special supervision is carried out in combination with other special supervision, and the task is not declared separately.
(4) Special monitoring on energy efficiency of data center.
(5) Special supervision on the implementation of rectification of illegal enterprises in 2020. Enterprises with energy consumption exceeding the limit and other enterprises violating energy conservation laws and regulations found in the special energy conservation supervision in 2020 will be "looked back", and those who fail to rectify as required or are not in place will be dealt with according to the law.
2、 Continue to do a good job in daily energy conservation supervision
We will continue to strengthen the daily supervision of energy conservation, mainly including the implementation of energy management systems such as the establishment of energy management systems for key energy consuming enterprises, the establishment of energy management posts and the performance of energy management directors, the implementation of energy metering, energy consumption statistics and energy utilization reporting systems, and the development of energy conservation education and training. The results of daily energy-saving supervision should be published in time, and the implementation of rectification should be tracked and supervised.
3、 Strengthen the construction of basic capacity of energy conservation supervision
(1) Improve the work system. We will further strengthen the construction of three-level energy-saving supervision institutions at provincial, municipal and county levels, and build an energy-saving supervision system with unified objectives, clear responsibilities, and reasonable division of labor. We will speed up the improvement of the mechanism for energy-saving supervision across departments, and properly link up the work. In order to ensure the continuity of work, we should timely do a good job in the renewal and application of administrative law enforcement certificates for the personnel of the competent departments of industry and information technology and energy conservation supervision institutions. We should innovate the mode of energy-saving supervision, encourage the use of cross regional law enforcement, pairing assistance law enforcement, provincial and county linkage law enforcement, and the introduction of third-party professional organizations to support and assist, so as to ensure the quality of energy-saving supervision and improve work efficiency.
(2) Strengthen capacity building. All regions should further strengthen energy-saving supervision training, publicize and implement energy-saving laws and regulations, standards and norms, and improve the law enforcement ability of grass-roots units. Actively promote online energy efficiency check of energy consuming equipment products, online filling of energy saving monitoring results, and electronic archives of main energy consuming equipment of key enterprises, so as to improve the informatization level of energy saving monitoring.
(3) Strengthen the application of the results. Strengthen the follow-up guidance, and put forward improvement suggestions for unreasonable energy use behavior and weak links of energy management found in energy conservation supervision. Enterprises are encouraged to carry out energy-saving diagnosis and energy efficiency benchmarking regularly, and speed up the implementation of energy-saving and green transformation.
4、 Job requirements
(1) Strengthen organizational leadership. All provinces, autonomous regions, municipalities directly under the central government and the competent departments of industry and information technology of Xinjiang production and Construction Corps are requested to work out plans and plans, refine measures and means, clarify objectives and progress, use energy-saving supervision funds in accordance with regulations, and give priority to the use of carry over surplus funds, so as to ensure the timely and high-quality completion of all work. Please submit to the Ministry of industry and information technology (Department of energy conservation and comprehensive utilization) the situation of enterprises in key industries and the special monitoring tasks in 2021 before May 10 (see the annex); Submit the special monitoring results of the implementation of the rectification of illegal enterprises in 2020 before June 30; The annual work summary report shall be submitted before November 15, including the summary of special supervision and daily supervision, the report on the construction of energy-saving supervision system and mechanism, and the list and results of actual supervision enterprises. The electronic version of the above materials should be submitted simultaneously through the management platform of industrial energy conservation and green development (green. MIIT. Gov.cn).
(2) Strictly regulate law enforcement. Competent departments of industry and information technology at all levels and energy-saving supervision institutions should standardize the work procedures and law enforcement actions of industrial energy-saving supervision, increase the strength of law enforcement inspection, investigate and deal with all kinds of illegal energy use behaviors, and deal with those who refuse to rectify or fail to rectify according to law.
(3) Strengthen supervision and inspection. Competent departments of industry and information technology at all levels and energy-saving supervision institutions should disclose the situation of industrial energy-saving supervision to the public, publish the list of illegal enterprises according to law, and take the initiative to accept social supervision. Encourage cooperation with relevant departments to establish a joint disciplinary mechanism, incorporate the results of energy conservation supervision and law enforcement into the social credit system, promote enterprises to strictly implement energy conservation laws, regulations and policy requirements, give full play to the supervision and restraint role of energy conservation supervision, and strengthen the effectiveness of industrial energy conservation law enforcement.
